The Court of the Oath
The Court of the Oath was the official governing body of a pseudo-state known in modern times as the Peace of the Oath. In its formation it was declared to be "the supreme and final court for which all matters between the Great Races shall evermore be heard and resolved". This act would seem to establish a world government, but no further body or articles of confederation were ever written to cement such a body.
In practice, the Court of the Oath is considered a judicidial body which hears and renders final verdict on matters affecting more than one Great Race, having been vested such power by the leaders of each such race, in accordinace with the Peace of the Oath.
Historically, the Court of the Oath remains the highest (partially) governing body, and the only one known to unify more than one Great Race. It officially began in the first year GC, and unofficialy ended in 388 GC when the city in which it held court (Oathkeep) was sacked by Kurnish invaders. Some place the effective end of the court's legitimacy in 338 GC, when the Great Race of Dragons formally retired their post in the court.
